The Bird of Prey is so heavily associated with Klingons that it would be hard to imagine it as a Romulan ship these days. The way I remember hearing it was that the villains were supposed to be Romulans, period, but got changed to Klingons at some point in the production process - probably because they're more iconic, and someone who hasn't seen the TV show would wonder why they look like Spock.
